Target Bluebird when your team needs Flying coverage and the Bluebird -> Volcrest line fits the next route, boss, or dungeon. The important decision is simple: catch or unlock Bluebird, then decide whether Volcrest is worth the level investment before you spend time raising the line. Bluebird starts from the Raven Ridge / sky-spawn route. That route gives you the place to begin, but the live map still controls quest gates, timers, material prompts, and event changes.
